In Your Lordship's telegram of the

30th. of last September you informed me that you could not

now agree to the discontinuance of the Tientsin Postal

Agency and added that you hoped to "telegraph suggestions

for meeting difficulties in a few days". As I received

no further communication on the subject I telegraphed to

Your Lordship on the 28th. of last October asking when I

might expect to receive the suggestions referred to, and to

this telegram I have had no reply. I, therefore, venture

to remind Your Lordship that the British Municipal Council

at Tientsin guaranteed this Government against half the loss

on the Tientsin Agency for one year only from the 10th.

October, 1908. This guarantee expired on the 9th. of last

October. The guarantee given by the Lords Commissioner of
